Parken er efter den Gamle Plantage den ældste park i Rotterdam, beliggende vest for Centrum. Parken ligger mellem den Nye Maas, Parkhaven, Westzeedijk og Skibsværftskvarteret.
Området, hvor Parken nu ligger, blev i hemmelighed købt af kommunen Rotterdam i 1851 med henblik på at opføre et slagteri. Efter indvendinger fra Delfshaven imod dette og på rådets anmodning besluttede kommunen Rotterdam i 1852 at lave en "offentlig promenade" her.
