Il Memoriale si trova sul lungomare, lungo il sentiero costiero. Si riferisce a varie sequenze della Seconda guerra mondiale che hanno segnato i Paesi Baschi: la presenza di una comunità di rifugiati baschi dalla Spagna, l'occupazione, la zona proibita, le fughe attraverso il porto di Saint-Jean-de-Luz e il confine spagnolo, la prigionia delle truppe coloniali, il bombardamento di Biarritz, la costruzione delle fortificazioni del Vallo Atlantico, gli atti di resistenza, la repressione, le deportazioni e le persecuzioni.
