Il Reichskommissariat Ostland , noto anche come l'acronimo RKO, fu un'entità amministrativa istituita dal Terzo Reich sui territori conquistati nel 1941 nel corso dell'operazione Barbarossa. Essa comprendeva i territori dei paesi baltici e parte della Bielorussia. Decisa la sua costituzione alla conferenza del 16 luglio 1941 a cui parteciparono anche Adolf Hitler e Alfred Rosenberg, il Reichskommissariat nacque il giorno successivo con un decreto in un contesto di euforia per i primi successi contro l'Armata Rossa: si trasformò rapidamente in una trappola per gli ebrei e per gli slavi, trucidati per realizzare il Generalplan Ost. Tale politica repressiva portò alla creazione di movimenti di resistenza organizzati in maniera articolata, la cui azione si dimostrò preziosa durante la riconquista di questi territori da parte dei sovietici all'inizio dell'estate 1944 .
