El festival internacional de cultura Europalia se organizó por primera vez en Bélgica en 1969 con el objetivo de crear un conocimiento más profundo de los antecedentes culturales de los diferentes países dentro de la Unión Europea.
El festival se celebra cada dos años.
Cada país invitado presenta durante 3 meses una serie de exposiciones sobre arte antiguo, contemporáneo y moderno.
Este monumento, que fue erigido en el marco de Europalia Portugal, simboliza según su creador el encuentro entre el mármol del sur y el hemisferio norte y también simboliza la apertura de Europa. Fue presentado en 1991 por los 12 pilares (entonces solo 12 estados miembros) que rodean el monumento principal.
Las formas evocan menhires y dólmenes, antiguos vestigios de una civilización europea.
Fue inaugurado por la esposa del presidente portugués Soares.
