Als hoofdplaats van de gemeente Oldambt vervult Winschoten een centrumfunctie in deze gemeente, maar ook voor de rest van Oost-Groningen. Winschoten is na de stad Groningen de tweede koopstad van de provincie met een winkeloppervlakte van circa 77.000 m². Vanwege de nabijheid van de Duitse grens, heeft de stad ook een sterke aantrekkingskracht op consumenten in de grensregio Emsland en Ostfriesland. In 2021 had Winschoten 17.750 inwoners, waarmee het de vijfde plaats van Groningen is.
