Die Universität Stendhal wurde im Jahr 1970 aufgrund eines durch den damaligen Erziehungsminister Edgar Faure auf den Weg gebrachten Gesetzes als staatliche Universität gegründet und der Campus in Saint-Martin-d’Hères im Département Isère errichtet. Vorgängerinstitutionen lassen sich bis in das Jahr 1339 zurückverfolgen.
Hauptsächliche Ausbildungsgebiete sind Fremdsprachen, alte und neue Literatur, Sprachwissenschaften und Journalismus. Der Schwerpunkt liegt dabei in der Lehrerausbildung. Neuerdings werden Studenten auch für eine Berufslaufbahn im Kultur- oder Kommunikationsbereich oder im Journalismus ausgebildet. Jedes Jahr werden mehr als 1000 Studenten unter verschiedenen Austauschprogrammen durch das CUEF auf die für Frankreich spezifischen Erfordernisse eines Studiums vorbereitet.
