Det blev oprettet den 5. april 1779 af François-Charles de Velbrück under hans regeringstid som prinsbiskop af Liège. Det havde til formål at give sine medlemmer adgang til aviser og bøger i en munter atmosfære, efter modellen fra andre litterære foreninger i tiden, som Cabinet littéraire de Verviers, Société littéraire de Huy, Société royale littéraire de Hasselt, Cercle de l’Union de Maastricht, "Aachener Casino Club" i Aachen, Société littéraire de Gand, Société de littérature de Bruxelles og det berømte Gabinetto Vieusseux.
