Aquest palau és un dels edificis civils més bells de la ciutat i va ser construït al segle XVI per Fernando Brandão com a residència d'Abreu Távora (Comtes de Carreira, els heralds estan a la façana del palau ), però posteriorment va ser remodelat per l'arquitecte militar Manuel Pinto Villalobos al segle XVIII.
L´edifici ocupa una poma sencera i presenta una arquitectura típicament manuelina, amb belles finestres i portes amb marcs de pedra. A la façana nord es troba adossada una petita capella barroca .
Aquí hi ha les oficines de l'Ajuntament des del 1972.
