Bygningen blev opført under rekonstruktionen af byen efter Anden Verdenskrig, hvor bygningen Ponts et Chaussées blev ødelagt.
Udover administrationsbygningen inkluderer området værksteder til kedelarbejde, maleri, sand, murerarbejde, elektricitet, butik og opbevaringsområder til bøjer, samt til deres kæder og fortøjninger.
