Paesens, som opstod i det 11. århundrede, voksede til en fiskeplads. Fra det 16. århundrede kom landsbyen på grund af aflejringer til at ligge stadig længere fra havet, og i det 18. århundrede opstod tvillingebyen Moddergat vest for Paesens. Der kunne fiskefartøjerne lettere ankre op i læ. Indbyggerne fra begge landsbyer dannede sammen en fiskerflåde.
Paesens og Moddergat er kendt for deres fiskerihistorie, især på grund af fiskerihavariet i 1883. Under en voldsom forårsstorm forliste 17 skibe, og 83 landsbyboere omkom.
