Im Elsener Stadtteil Solbosch eröffneten der Grundlagenleger der Informationswissenschaft, Paul Otlet, zusammen mit seinem Freund La Fontaine ihr Internationales Museum. Es war revolutionär als Konzept: Es sollte ein Ort des Wissens und des Studiums für alle sein, nicht nur für die intellektuelle Elite. Man konnte dort Illustrationen der Geschichte der Menschheit, der Wissenschaft, der Technologie und der Kultur sehen. Das Ziel all dessen war es, Brüssel zu einer Cité Mondiale zu machen, einem Stützpunkt, an dem das gesamte Wissen der Welt gesammelt wird, um das Verständnis zwischen den Völkern und Rassen zu fördern. Otlet wollte auch, dass hier eine erste Weltregierung ihren Sitz nimmt, die über den nationalen Regierungen operieren würde.
