Dans le quartier de Solbosch à Bruxelles, le fondateur de l'informatique, Paul Otlet, junto avec son ami La Fontaine, a ouvert leur Musée International. C'était révolutionnaire comme concept : il devait être un lieu de connaissance et d'étude pour tous, pas seulement pour l'élite intellectuelle. On y voyait des illustrations de l'histoire de l'humanité, de la science, de la technologie et de la culture. L'objectif de tout cela était de faire de Bruxelles une Cité Mondiale, un lieu où toutes les connaissances du monde sont rassemblées au service de la compréhension entre les peuples et les races. Otlet désirait aussi qu'un premier gouvernement mondial siège ici, opérant au-dessus des gouvernements nationaux.
