Nel quartiere Solbosch di Elsene, Paul Otlet, il fondatore della scienza delle informazioni, insieme al suo amico La Fontaine, aprì il loro Museo Internazionale. Era un concetto rivoluzionario: doveva essere un luogo di conoscenza e studio per tutti, non solo per l'élite intellettuale. Qui si potevano vedere illustrazioni della storia dell'umanità, della scienza, della tecnologia e della cultura. L'obiettivo di tutto ciò era far diventare Bruxelles una Città Mondiale, un luogo di raccolta di tutta la conoscenza del mondo al servizio della comprensione tra i popoli e le razze. Otlet voleva anche che qui si insediasse un primo governo mondiale che operasse al di sopra dei governi nazionali.
