Um der Stromelbe auch bei Niedrigwasser genug Wasser zuzuführen, bei Hochwasser das Wasser jedoch weiterhin abzuleiten, hatte die Stadt Magdeburg bereits um 1806 ein als Grahl bezeichnetes Sperrwerk im östlichen Elbarm errichtet. Das auf Pfeilern errichtete Bauwerk wurde jedoch bei der französischen Besetzung 1806 zerstört.
1816/1817 wurde etwas weiter nördlich ein Ueberfall, der heutige Cracauer Wasserfall, zur Regulierung des Pegelstandes errichtet.
