To ensure sufficient water supply to the Stromelbe even during low water levels, while continuing to drain the water during high water levels, the city of Magdeburg had already constructed a lock known as Grahl in the eastern arm of the Elbe around 1806. However, the pillar-constructed structure was destroyed during the French occupation in 1806.
In 1816/1817, a little further north, a surplus overflow, today's Cracauer Waterfall, was built to regulate the water level.
