Die Mühle steht auf dem ursprünglichen Bastion der nördlichen Stadtmauer von Rhenen, an der seit Jahrhunderten eine Mühle stand. Der Name der Mühle stammt von ihrem Standort: innerhalb der Stadtmauer. Der Bau der heutigen Mühle fiel mit dem Abriss der Stadtmauer im Jahr 1803 zusammen. Bis zum Jahr 1934 diente die Mühle dem Mahlen von Getreide. Der Spitzname 'Panoramamühle' ist logisch, da man von der Mühle aus einen schönen Blick auf die Stadt und den Rhein genießen kann. In den Weltkriegen machte eine Kanonenkugel ein Loch im Rumpf der Mühle, dieses Loch wurde später zu einem runden Fenster umgestaltet.
