Due to the construction of the awnings on the Scheldt quays around 1884, the Scheldt was concealed from the view of walkers. As early as April 1879, this was anticipated by representative De Decker, who suggested to the Chamber the idea of building walking terraces on columns along the Scheldt, based on the example of Genoa.
