The Kaiser Wilhelm Heights, also known as Deisemannskopf, is the summit location of the Norrenberg in the Barmer Forest in the Wuppertal district of Heckinghausen. From the viewpoint there, one has a wide view of the eastern Wuppertal districts of Heckinghausen and Langerfeld.
In 1886, member Reinhard Thun of the Rittershausen Spaten Club proposed to build a lookout tower on Deisemannskopf. However, the plan was not realized due to a lack of funds. The Barmer Beautification Association revisited the idea and erected a wooden makeshift tower while searching for a suitable location for a representative Barmer lookout tower, but soon assessed the location as unfavorable and focused on the construction of the Toelleturm, which was completed in 1888.
