Debido a la industrialización y al enorme crecimiento poblacional, el centro de la ciudad se vuelve superpoblado, antihigiénico y poco saludable en la segunda mitad del siglo XIX. En este barrio viven alrededor de 3000 trabajadores textiles. Los barrios obreros se convierten en focos de cólera, tifus y viruela. El gobierno municipal interviene. Los canales y cauces de agua contaminados son cubiertos o desaguados. Las fábricas apestosas y las miserables casas de alquiler son reemplazadas por amplias avenidas y grandes casas burguesas. La burguesía toma el control de la ciudad. Muchos trabajadores se establecen en las nuevas empresas en el norte, este y oeste de la ciudad.
En este lugar se crea un nuevo bulevar, como conexión entre el sur y el centro de la ciudad.
