La production de papier dans la région d'Ambert remonte à 1328, grâce à des moulins à papier. Le site était idéal car l'eau y était exempte de calcaire. Le moulin Richard de Bas, autrefois moulin à eau, est aujourd'hui une papeterie. Il abrite un musée attenant qui retrace l'histoire de la fabrication du papier à Ambert (Puy-de-Dôme). Le moulin et le musée portent le nom de Thomas Richard, riche papetier qui possédait notamment ce moulin. Il fut assassiné au col de la Croix de l'Homme Mort, à la frontière des départements de la Loire et du Puy-de-Dôme.
