Nel 1973 iniziarono i lavori di costruzione di quello che doveva diventare il sostituto del vecchio Carcere di Saint-Léonard a Liegi, risalente al 1851. Nel 1979 questo carcere, che è uno dei più grandi del Belgio, fu inaugurato. Il carcere Saint-Léonard fu colpito da uno sciopero delle guardie sei mesi prima che i detenuti dovessero essere trasferiti a Lantin, di cui i detenuti approfittarono iniziando una rivolta. Questo portò a fughe e distruzioni nel carcere. Alla fine, questo carcere fu demolito dal 1982 al 1983. Nell'ex area carceraria furono realizzati un parco e una piazza.
