Door de bouw van de afdaken op de Scheldekaaien ca. 1884, werd de Schelde aan het gezicht van de wandelaars onttrokken. In april 1879 reeds werd dit voorzien door volksvertegenwoordiger De Decker, die ik de Kamer de idee opperde om langs de Schelde wandelterassen op kolommen te bouwen naar het voorbeeld van Genua.
