Die Justizvollzugsanstalt Werl befindet sich auf einem etwa vierzehn Hektar großen Gelände an der Belgischen Straße im Norden der Stadt Werl. Sie ist mit 1034 Haftplätzen eine der größten Justizvollzugsanstalten in Deutschland.
Der vierflügelige, viergeschossige Kreuzbau in panoptischer Anordnung wurde ab 1906 errichtet und am 1. Juli 1908 als Königlich-Preußisches Zentralgefängnis in Betrieb genommen. Später wurde das Gefängnis umbenannt in Zuchthaus und Sicherungsanstalt und Strafanstalt, bis es die heutige Bezeichnung Justizvollzugsanstalt erhielt.
