Hellevoetsluis er en maritim fæstning, der opstod i det 17. århundrede med en rig historie på nu næsten 350 år. Oprindeligt blev havnen i Hellevoetsluis anlagt for at vedligeholde den hollandske krigsflåde og tjente som vinteropholdssted for denne flåde.
Hellevoetsluis voksede ud til den vigtigste krigshavn i Holland. Skibene fra Admiraliteten i Rotterdam blev her rengjort, repareret og udstyret.
På initiativ af Raadspensionarius Johan de Witt og viceadmiral Michiel de Ruyter blev der i 1665 tildelt et regiment søinfanterister til marinen. Den første kommandør var Willem Joseph van Ghent, som "Van Ghentkazerne" i Rotterdam er opkaldt efter. I dag betragtes 10. december 1665 som stiftelsesdato for Korps Mariniers.
