Hellevoetsluis ist eine maritime Festung, die im 17. Jahrhundert entstand und eine reiche Geschichte von mittlerweile fast 350 Jahren hat. Ursprünglich wurde der Hafen von Hellevoetsluis angelegt, um die niederländische Kriegsflotte zu unterhalten, und diente als Winterunterkunft dieser Flotte.
Hellevoetsluis wuchs zur wichtigsten Kriegshafen Hollands heran. Die Schiffe der Admiralität von Rotterdam wurden hier gereinigt, repariert und ausgestattet.
Auf Initiative des Ratspräsidenten Johan de Witt und des Vizeadmirals Michiel de Ruyter wurde 1665 ein Regiment Marinesoldaten der Marine zugewiesen. Der erste Kommandant war Willem Joseph van Ghent, nach dem die "Van Ghentkaserne" in Rotterdam benannt ist. Der 10. Dezember 1665 wird heute als Gründungsdatum des Korps Mariniers angesehen.
