Die Lage an der Mündung des Torfflusses Gouw sorgte dafür, dass Hoorn für Händler attraktiv war. Über den Fluss war Kontakt mit anderen Siedlungen in Westfriesland möglich und über das Meer wurde Kontakt zu weiter entfernten Städten aufgenommen.
Das Wachstum und die Blüte, die die Niederlande während und nach dem Achtzigjährigen Krieg erlebten, hatten auch Auswirkungen auf Hoorn. Hoorn wurde das Verwaltungs- und Wirtschaftszentrum des Gebiets nördlich des IJ.
Hoorn konnte jedoch nicht mit Amsterdam konkurrieren. Immer mehr Schiffe fuhren an Hoorn vorbei und allmählich ging es mit der Stadt bergab.
