La posizione all'ingresso del fiume paludoso de Gouw ha reso Hoorn attraente per i commercianti. Attraverso il fiume era possibile contattare altre abitazioni in West-Frisia e via mare si collegava con città più lontane.
La crescita e il fiorire che i Paesi Bassi sperimentarono durante e dopo la Guerra dei Trent'anni ebbero anche un effetto su Hoorn. Hoorn divenne il centro amministrativo ed economico dell'area a nord dell'IJ.
Tuttavia, Hoorn non poteva competere con Amsterdam. Sempre più navi passavano oltre Hoorn e lentamente la città andava in declino.
