La situation à l'embouchure de la petite rivière de tourbière, la Gouw, a rendu Hoorn attrayant pour les commerçants. Par la rivière, il était possible d'établir des contacts avec d'autres établissements en West-Frise et par la mer, des contacts furent établis avec des villes plus éloignées.
La croissance et l'épanouissement que les Pays-Bas ont connus pendant et après la guerre de Quatre-Vingts Ans ont également eu un impact sur Hoorn. Hoorn est devenue le centre administratif et économique de la région au nord de l'IJ.
Cependant, Hoorn ne pouvait pas rivaliser avec Amsterdam. De plus en plus de navires passaient devant Hoorn et lentement, la ville a commencé à décliner.
