De ligging aan de monding van het veenriviertje de Gouw zorgde ervoor dat Hoorn aantrekkelijk was voor handelaren. Via de rivier was er contact mogelijk met andere nederzettingen in West-Friesland en via zee werd contact gelegd met steden verder weg.
De groei en bloei die de Nederlanden tijdens en na de Tachtigjarige oorlog doormaakten, hadden ook hun effect op Hoorn. Hoorn werd het bestuurlijke en economische centrum van het gebied ten noorden van het IJ.
Hoorn kon echter niet concurreren met Amsterdam. Steeds meer schepen voeren Hoorn voorbij en langzaamaan ging het bergafwaarts met de stad.
