Neoclassical building from the first half of the 19th century; damaged during World War I and subsequently restored to its pre-war appearance with the addition of decorative motifs borrowed from the Louis XVI style: festoons and garlands. Imposing double house of eleven bays and two and a half building floors under a slate gable roof. Plastered façade on an ashlar plinth. Central risalit with triangular pediment, featuring the city coat of arms; on the upper floor, a balcony with a beautiful cast-iron railing on richly decorated consoles; above, a clock.
