In the Royal Museums of Fine Arts, you can see the painting 'Brussel in the monring' by Joseph Stevens, dating from 1848. Belgium was not yet two decades old, but there was a lot of poverty. Numerous plagues had tormented the country, and everywhere there were beggars, wanderers, and robbers. The painting shows a pack of emaciated dogs and homeless people in the first sunlight. The place where this image was observed by Jospeh Stevens was in the European district, then still an area of poverty and torment.
