Throughout the 19th and 20th centuries, employers, mutual credit associations, and municipalities strive to provide the poor part of the population with healthy and moral housing. It is initially the employers' initiative, through the Mulhouse Workers' Cities Society (SOMCO), which, in 1853, gives rise to a workers' settlement unique in Europe for its early development, innovation in building design, and the possibility of property ownership. By the end of the 19th century, it is the mutual credit associations (worker and Catholic) that promote the construction of similar types of housing in the city (ground floor, two floors, and attics: the R+2+C), a model adopted by developers like Buhler. However, it is the municipality that becomes the main actor starting in the 1870s.
In the interwar period, the socialists in power develop a public or parapublic response to inadequate housing, intervening in various neighborhoods (Drouot, Haut Poirier…), and then, after World War II, building small collective housing (Wagner settlement and Sellier settlement), which precedes one of the first ZUPs in France, that of Coteaux.
