Heel y Panheel es un antiguo municipio en Limburgo Neerlandés, y se formó tras la fusión de los núcleos Heel y Panheel el 1 de enero de 1821.
La aldea Pol, que junto con Panheel formaba el municipio de Pol y Panheel, fue incorporada a Wessem.
Las aldeas Katert, Apenbroek y Houtem en el norte del municipio, fueron adquiridas de Wessem.
