En el barrio Solbosch de Elsene, Paul Otlet, el fundador de la ciencia de la información, junto con su amigo La Fontaine, abrieron su Museo Internacional. Era revolucionario como concepto: debía ser un lugar de conocimiento y estudio para todos, no solo para la élite intelectual. Allí se podían ver ilustraciones de la historia de la humanidad, la ciencia, la tecnología y la cultura. El objetivo de todo esto era convertir Bruselas en una Cité Mondiale, un refugio donde se reúna todo el conocimiento del mundo al servicio de la comprensión entre los pueblos y razas. Otlet también quería que aquí se estableciera un primer gobierno mundial que operara por encima de los gobiernos nacionales.
