Bygningen består af to dele: en gammel del fra det 15. århundrede og en moderne del, der blev færdiggjort i 1975.
Den nuværende bygning af rådhuset i Zwolle begyndte med udskiftningen af det gamle rådhus ved Grote Kerkplein til rådhuset og vinlageret ved Sassenstraat samt rådhustårnet ved Grote Kerkplein. Gennem køb og ombygning blev der i Sassenstraat også tilføjet Meentehus og Dirk Mosterthuis til komplekset. Af disse bygninger blev rådhuset, Meentehus og Dirk Mosterthuis bevaret. I 1821 blev de gennemgribende og næsten uigenkendeligt moderniseret og samlet under en pudset listefacade. Den sene gotiske naturstensfacade til rådhuset og vinlageret blev derefter revet ned.
